Participants included commercial drivers from both countries who did not consistently wear their seatbelts.

"The delay lasted either a constant eight seconds or averaged eight seconds," he said. "United States drivers' seatbelt use increased from 47to 68 percent, and Canadian drivers' use rose from 54 to 75 percent.
